For some reason, this one kept reminding me of "Night on Earth" (Jim Jarmusch). Maybe it was the cab driver.Organised into a bunch of short sequences that interweave themselves in a rather Decologian manner, this film opens in 1945 in Kokoro Japan, with a bunch of people complaining about the weather. Ironically enough, it's the weather that stops the bomb from being dropped there and diverts the planes to Hiroshima. Apparently, the Japanese as a result have a phrase "to be Kokoro Lucky". Kinda morbid, but well... anyway- this happens, and there's an excellent scene dealing with the phrase "fucking weather". I'll leave it at that.
Billed as a balck comedy, I suppose it is - although I've seen blacker - but there's some really warped stuff happening here, and when it does, we're not really prepared for it happening. The stories intervieve in a very clever way- and they're not presented in chronological order, but logical nonetheless.
